Today, such production exists in a single instance, this is the Khorostkiv distillery.
The state enterprise plans to launch 5 plants for the production of bioethanol. And "Ukrspirt" intends to do this by the end of the year.
According to experts, "Ukrspirt" can quite bring production up to 100 thousand tons of bioethanol per year. But for this, demand for the product is necessary.
It would seem, there is a norm on the mandatory addition of bioethanol to gasoline, it has been in effect in Ukraine for the second year. According to the law, from 2014-2015, all brands of gasoline must add 5% alcohol mixture, and from 2016 the norm increases to 7%. Nevertheless, gas station chains are in no hurry to switch to fuels containing alcohols. The problem is that it is not difficult for them to bypass the norms of the law. The fact is that the law exists, but technical conditions for its compliance have not been developed. In fact, even if desired, it is impossible to comply with it. But, despite such difficulties, a number of chains have fuel with a share of alcohol mixture in their package of offers. For example, we can cite "Privat" gas stations (operating under the trademarks "Ukrnafta", ANP, "Avias", etc.), "BRSM-Nafta", KLO, "Nadiya".
The conclusion is obvious - to increase demand for bioethanol, changes to the current legislation of Ukraine and the development of annexes to the law defining technical conditions, rules and norms are necessary. In addition, there is a need to reduce the excise tax on bioethanol to EUR99, now it is EUR220 - as on alcohol.
