In particular, it is planned to provide the opportunity to draw up car purchase and sale agreements directly at traffic police departments, immediately re-registering the vehicle to the new owner, without the need to previously deregister it.
This instruction was given to the government by the President of Ukraine.
The relevant document notes that the Cabinet of Ministers is obliged to implement the following measures:
- improve the procedure for state registration (re-registration) and deregistration of vehicles, namely — organize in the departments of the State Automobile Inspectorate of the Ministry of Internal Affairs of Ukraine the execution of car purchase and sale agreements with simultaneous re-registration to the new owner, without requiring mandatory deregistration of the car, and also provide for the possibility of selling a car without re-registration in case of its receipt by inheritance;
- establish the issuance to business entities of forms of reference-invoices and acts of acceptance and transfer of vehicles, as well as signs for one-time trips and license plates "Transit" directly through regional departments of the State Automobile Inspectorate of the Ministry of Internal Affairs of Ukraine.
This instruction must be fulfilled by December 17, 2012.
