This is reported in a publication posted by the State Customs Service on its official page on Facebook.

The agency explained that confiscated cars can only be sold in one of two prescribed ways. The first is by court decision and order of the State Executive Service of the Ministry of Justice, when confiscated property is put up on the website of SE "SETAM" (setam.net.ua) and sold through electronic auctions. The second option is sale through the ProZorro platform (ProZorro.Sales (Property) section, Customs category), and this applies to goods that customs has transferred to state revenue for subsequent sale.

The SCS reminded that Ukrainian legislation requires the sale of confiscated property, including cars, only through electronic auctions. Customs officers advise trusting only official data and verified sources to avoid falling for scammers' tricks.

The details of the fraudulent scheme are not disclosed, but it is logical to assume that fraudsters first gain trust, send photos of a non-existent car, convince the buyer to make a purchase, and then demand a deposit urgently, citing that the item is about to go to another buyer. After receiving the money, they immediately disappear.
