As a basis and overall, the people's deputies supported draft law No. 4014a, which introduces amendments to Ukrainian legislation on road industry financing. The decision was made with 248 votes.

As the document stipulates, the Road Fund will be filled through excise tax on excisable petroleum products and vehicles produced in Ukraine or imported into its territory, as well as import duty on petroleum products, cars, and tires. In addition, funds from road usage fees and concession payments will also be directed there.

The authors of the draft law calculated that if all the listed taxes and fees are directed directly to the Road Fund, its annual budget could reach 30–40 billion UAH.

Presenting the initiative, the chairman of the parliamentary committee on transport, Yaroslav Dubnevych, reported that the start of the Road Fund's operation is proposed to be postponed from 2017 to 2018. Financing is expected to be phased: in 2018 — 50% of excise tax revenues on petroleum products, in 2019 — 75%, and from 2020 — a full 100%.
