Until recently, the mechanism for seizing vehicles for army needs remained unclear. However, soon an updated document appeared — the "Regulations on Military Transport Duty," which details the rules under which transport and equipment of organizations and enterprises can be involved on a free-of-charge basis.
In any case, military commissariats will handle the mobilization of vehicles. They are granted the right to take vehicles and equipment from enterprises, organizations, and institutions of any form of ownership free of charge, with the condition of their return after demobilization is announced. The same document specifies how damage caused to vehicles and equipment during their use in military units is compensated.

In addition, a clear deadline is set for the return of vehicles to owners after the completion of mobilization — 30 calendar days.
It is separately specified who may not hand over vehicles during mobilization. This applies to enterprises and organizations that participate in fulfilling mobilization tasks, if they have a contract with the Ministry of Defense, and their vehicles and equipment are involved in production to fulfill these tasks.
Also, in addition to those listed above, enterprises, organizations, and institutions of significant public importance may be exempt from handing over equipment to the military. However, in this case, their list must be approved by the Cabinet of Ministers upon the recommendation of the Ministry of Defense.
