As Avakov noted: "I am in favor of the transport inspection functions being comprehensive. The patrol within cities will also perform the functions of the State Automobile Inspection, and on highways the same patrol will be present with the functions of the road police. This will be only a special road police on major highways. Our main trump card, our innovation, is video surveillance along the entire route on the road."
He further emphasized: "We have prepared amendments to the road administrative code regarding the permission to record all violations along all highways, about the corresponding sanctions for this, and about the powers of the new patrol service."
