This was reported by Minister of Internal Affairs Arsen Avakov in his blog. 

“Soon in Kyiv there will be no State Automobile Inspection. There will be a new police patrol service. With new approaches, rules, new people. I hope, with your new trust as well,” the minister stated.

In particular, on January 20, 2015, recruitment for training in the new patrol service of Kyiv will be announced. Training of the new guardians of order will take three months, after which the staff will be assembled. According to Avakov, anyone can participate in the competitive selection – from military and police officers to students.
