As stated by the speaker of the State Border Guard Service of Ukraine, Oleh Slobodian, according to Article 9 of the Law of Ukraine "On the Legal Status of Citizens" and the provisions of the "Legal Regime on the Temporarily Occupied Territory of Ukraine", all documents issued by structures created without legal grounds on the temporarily occupied territory are not recognized by the Ukrainian authorities. Such papers do not grant the right to cross the administrative border with the Autonomous Republic of Crimea. Moreover, any documents issued in the annexed Crimea — including a citizen's passport or vehicle registration documents — do not grant the right to move or stay in the rest of the territory of Ukraine.
