According to information published on the LNR website, Valery Bolotov signed a decree, justifying it by the "increased activity of enemy sabotage groups on the territory of the republic and the ongoing shelling of Lugansk."

Starting from midnight on July 21 and for three days, entry into the city for civilians will be closed. As representatives of the self-proclaimed republic clarify, until 24:00 on July 24, a ban is introduced on movement around Lugansk for cars and other ground transport. Exceptions will be made for route taxis operating from 6 am to 9 pm, vehicles of the LNR armed forces, as well as special equipment of emergency services - the Ministry of Emergency Situations, "Gorgaz", and ambulances. In addition, from 6:00 to 21:00, the movement of vehicles delivering food for the city's needs is allowed.
