In Ukraine, there have been personnel changes in the leadership of law enforcement agencies: in addition to the head of the State Automobile Inspectorate, a new chief of the capital's police was appointed, and leadership in a number of regions was also renewed. The Ministry of Internal Affairs emphasizes that this is only the first stage of large-scale personnel reforms, not a full lustration.

Anatoliy Sirenko has been appointed to the position of head of the Department of the State Automobile Inspectorate of Ukraine, replacing Major General of Police Volodymyr Astapkovych. The latter was dismissed from the internal affairs bodies.

In addition to the resignations of several high-ranking employees of the Ministry of Internal Affairs, an official investigation was initiated by order No. 142 dated 24.02.2014. It is aimed at verifying facts of abuse of official authority that led to restrictions on citizens' rights to hold peaceful gatherings, as well as created a threat to their life and health.

Little is known about the biography of Anatoliy Sirenko. Until recently, he headed the department of material support of the Main Directorate of the Ministry of Internal Affairs of Ukraine in the Kyiv region. At the same time, he has experience in operational work: from 2008 to 2010, he headed the State Automobile Inspectorate of Kyiv.
