The law itself is quite logical, given that vehicles of the following categories are transferred into ownership: confiscated cars; cars recognized as ownerless, or those for which the owner did not apply before the end of the storage period (applies to cars from impound lots).
The following can receive such a vehicle:
- state budget organizations;
- orphanages, including family-type ones;
- large families raising 5 or more children.
Vehicles with a service life exceeding 5 years can be transferred into ownership. Benefits apply to VAT, excise tax, recycling fee, and the fee for first registration. What mechanism will protect the law itself from abuse, this secret is not yet disclosed by the Ministry of Revenue.
