The initiative was prepared by people's deputies Vladimir Pilipenko and Valery Pisarenko, representing the Party of Regions. The draft law provides for automatic recording of violations such as exceeding the speed limit, ignoring a prohibiting traffic light signal, driving on sidewalks, driving in the oncoming lane, and failure to comply with rules for crossing railway tracks.
Once a violation is recorded, a traffic inspector is obliged to gather the necessary evidence, determine who owns the vehicle, and send a registered letter with a return receipt to the owner by mail. In the envelope, the driver will find a photo of their car with clearly readable license plates, a drawn-up protocol, and a link to a web page where they can view a video of the moment of the violation.
After receiving the notification, the vehicle owner has ten days to either pay the fine or file a complaint with the judicial authorities. Those who have sold or bought a car by power of attorney are strongly advised by the traffic police not to delay re-registering the documents or to cancel the power of attorney.
The law also contains a pleasant bonus for those who pay fines diligently. The amount of the penalty will be calculated at the minimum rate (for example, for speeding, where the range is from 255 to 340 hryvnias, you will have to pay 255 hryvnias). If the debt is paid within five days of receiving the notice, you can save half of the accrued amount.
It is not yet clear whether this draft law will be adopted without changes, but representatives of the traffic police assure that "letters of happiness" will return in the very near future.
