The relevant changes are provided for by the draft law on amendments to the Tax Code of Ukraine No. 4643-d. The parliament voted for it yesterday, April 16, with 235 people's deputies supporting the document.

The main provisions of the law on preferential customs clearance are as follows:

  • it is possible to clear a euro plate only in the format of no more than one vehicle per individual;
  • this can be done only within 180 days from the moment the document comes into force (for combatants - within 270 days);
  • vehicles imported before December 31, 2020 are subject to preferential customs clearance;
  • the document covers cars older than 5 years, weighing less than 3.5 tons, meeting the environmental standard not lower than Euro-2.

The idea of affordable customs clearance is that it will be carried out at reduced rates and according to a new formula - without taking into account the cost of the car. Only the age, volume and type of engine of the vehicle are taken into account. So, if under the current law, customs clearance of a Volkswagen Golf IV 1.9 TDI from 1999 costs 3000-3500 euros, then under the new one it is reduced to 1095 euros.

Simultaneously with the adoption of the law on affordable customs clearance, deputies also reduced fines for "euro plates" - from 170 thousand to 8.5 thousand hryvnias.

The law will come into force on the day following its publication, and is put into effect one month from the date of entry into force. But before that, it must still be signed by the president.
