The introduction of such an unusual rule is explained by the fact that most traffic lights in the United States are equipped with sensors that detect approaching cars and turn on the green signal for them themselves. Nevertheless, sometimes such devices do not switch, not reacting to small cars or motorcycles, which is why drivers are forced to wait for a long time at the intersection.
