The authors of the legislative initiative also want to introduce a ban on the use of mobile devices when crossing railway tracks, as well as during the boarding or alighting of passengers from vehicles.
It is noteworthy that the ban, according to the proposal, applies not only to phones themselves, but also to all kinds of hands-free devices — both wired and wireless headphones, headsets, and similar accessories.
In the explanatory note to the document, the authors note: “The Administrative Code of Ukraine establishes liability for the use of communication devices while driving exclusively for drivers, while pedestrians do not bear legal responsibility. Approximately every fifth pedestrian uses a mobile phone when crossing the roadway or railway tracks, and at that moment their attention is focused on the conversation, not on issues of personal safety.”
