The official statement notes: "The Parliamentary Committee on Tax and Customs Policy recommends that the Verkhovna Rada approve the proposal for the free transfer to Ukrainian servicemen in the ATO area of cars and tobacco products that were seized, declared ownerless, or turned into state property before January 1, 2015."
For this purpose, draft laws numbered 1402, 1403, and 1404 were developed, authored by people's deputies I. Gerashchenko, M. Ionova, and N. Yuzhanina.
However, these documents do not describe the transfer procedure. The development of the relevant mechanism is assigned to the Fiscal Service.
