Despite the fact that a similar initiative had already been undertaken before and was canceled due to numerous lawsuits, and despite the opposition blocking the parliament's work, the people's deputies still supported draft law No. 3855.

235 parliamentarians voted for the document, whose full title is "On Amendments to Certain Legislative Acts of Ukraine on Liability for Administrative Offenses in the Field of Road Safety, Recorded in Automatic Mode." The vote was conducted by a show of hands.

The new law covers the following violations:
- exceeding the permissible speed;
- running a red light;
- driving vehicles on sidewalks or pedestrian paths when prohibited;
- driving into the oncoming lane;
- failure to comply with rules for crossing railway crossings.

Notifications about fines, known to drivers as "letters of happiness," will be sent to vehicle owners. Even if the car was driven by another person, the responsibility still falls on the owner. However, they have the right to appeal the decision within ten days from the moment of its receipt. Moreover, if the fine is paid within five days, the amount of the penalty will be reduced by half of the minimum amount.

The authors of the draft law explain that its adoption is due to concern for road users. The explanatory note states that the introduction of fully automatic systems for recording violations using photo and video will not only improve the recording process itself but also significantly automate the consideration of relevant administrative cases.
