According to the resolution of the Cabinet of Ministers No. 1029, adopted on September 26, 2011, motorists no longer need to carry with them the coupon attached to the driver's license, as well as a power of attorney for driving a car — it is enough to present the license and the vehicle registration certificate. References to waybills and documents for transported cargo have been removed from the traffic rules.
The definition of a moped has become broader: now it is not only a two-wheeled vehicle with an engine up to 50 cubic centimeters, but also a device with an electric motor with a power of up to 4 kilowatts. When driving a moped, as well as a motorcycle, the driver is obliged to wear a fastened helmet.
According to the new rules, the driver only shows documents to the traffic police officer, and does not hand them over, as was the case before. In addition, the inspector has received the right to check the technical condition of the car using special devices.
For drivers, the procedure for registering minor accidents has been significantly simplified: if there is an insurance policy, no one has been injured, none of the participants are in a state of alcohol intoxication, and a joint notice of the accident has been drawn up according to the template of the Motor (Transport) Insurance Bureau of Ukraine.
A new requirement has been introduced: when approaching a car standing on the roadside with a blue flashing beacon turned on, the driver is obliged to reduce speed to 40 km/h. Also, the age threshold for driving buses, trams, and trolleybuses has been raised to 21 years.
The updated version of the rules also enshrines the European classification of vehicles and introduces a number of other amendments.
