Looking at the image, the immediate conclusion is that the electric sedan was towed for illegal parking, and the inspectors were not bothered by the fact that the electric car was peacefully standing and charging. The matter "smells" of clear arbitrariness, because it is unlikely that the charging station could have been installed in an unauthorized place. Moreover, Kyiv parking attendants regularly get into scandals – there have been cases when they took cars with children and animals inside, "dropped" cars during transportation, and even took away correctly parked vehicles without reason.

But even if the driver was charging through the house window, and the Tesla itself was left, say, on the sidewalk, the tow truck operators, at the very least, had no right to yank out the cord.
However, there is another version – it is possible that the car broke down during charging (the charger port could have jammed), and it was transported to a service station for repair.
