Contrary to the requirements of federal legislation on road safety, certificates confirming fitness to drive were issued without a mandatory examination by a narcologist.

Thus, two citizens registered with a narcologist and a psychiatrist were allowed to drive vehicles of categories “A” and “C”. In addition, prosecutor's inspections revealed cases where future drivers were issued fake medical certificates of fitness to drive.

As a result, 972 lawsuits were filed with the courts demanding the revocation of driver's licenses issued to persons who abuse alcohol or use drugs.
