At this intersection, there are no signs 3.23 (no left turn), 4.1 (go straight only), 4.4 (go straight or right), 5.16 (lane direction), and 5.18 (direction of travel in a specific lane). Lane markings 1.18 (arrows indicating direction of travel per lane) are also absent here. It follows that nothing forces the driver to go through the flowerbed, and he can safely turn left in the gap of the solid line 1.3.
To summarize:
In this situation, the maneuver is permissible, since there are no signs or markings that would prohibit it.
