Yes, parliamentarians want to allow Ukrainians to use unregistered cars for up to 30 days.

In particular, the new draft law 2909 "On Amendments to Article 380 of the Customs Code of Ukraine Regarding Temporary Import of Cars" states that citizens of the country - residents have the right to import a passenger vehicle (with a trailer) into the territory of Ukraine without paying customs duty, provided they give a written obligation to take it back no later than 30 days. The document notes that for these purposes, documents confirming the ownership of the vehicle by a Ukrainian citizen and its registration in the country where it is registered are required.
By the way, according to the current procedure, cars with foreign registration are allowed to be imported into Ukraine for up to 1 year. However, in this case, the car must be declared and all customs fees must be paid.
