The head of the ministry hopes that the package of bills on the reform of the Ministry of Internal Affairs will be adopted by the Verkhovna Rada and will come into force no later than June of this year. Why such haste is needed is unclear. Especially since the draft law "On improving the regulation of relations in the field of road safety" No. 2562 dated 06.04.2015 caused an ambiguous reaction from lawyers and attorneys, because it deprives drivers of a number of rights.

As Avakov said, it is planned to increase the number of video surveillance cameras to record violations. Thanks to them, "letters of happiness" may return. For now, during the transition period, between cities, on suburban highways, traffic police officers will ensure law and order. Later, a road patrol will appear. In addition, the minister stated: "We will completely change the current MREO system - by the end of the year a new service center will begin to function."

Nevertheless, many lawyers believe that the cabinet's bill deprives drivers of the "presumption of innocence." This could result not only in unjustified fines, but also actually cost the driver his freedom. For example, if your car is called a participant in an accident (for example, according to someone's words), then you will a priori be guilty.
That is, as lawyers claim, any employee of the future police will be able to accuse a motorist of any violation, even if he is not guilty of anything, and the event did not take place!
