A letter titled "On customs control of personal vehicles" is dated 25.11.14 and has number No. 11633/7/99-99-24-01-03-17. In essence, it does not introduce changes to the current rules, but only tightens checks at the border for cars brought in by foreigners with Ukrainian residence permits.

The document notes: "A selective analysis of the results of customs formalities required for the passage of personal vehicles into the customs territory of Ukraine indicates repeated cases of importation into the customs territory of Ukraine of personal vehicles by foreigners who are residents of Ukraine and have been issued a permanent residence permit, in violation of the requirements of part three of Article 380 of the Customs Code of Ukraine dated 13.03.2012 No. 4495-VI (hereinafter the Code)".

To put it simply, now for foreigners with resident status, the documents granting the right to import a car for personal use will be examined more closely. If such a foreigner refuses to present papers confirming their residency, this will be interpreted as a violation of customs norms and will entail liability under Article 485 of the Code. In other words, such actions will be considered unlawful and aimed at avoiding the payment of customs duties.
