They cite as an example such a scenario: a suspect driver, instead of driving the car, will fire a firearm at police officers.
Nevertheless, they also agree that autonomous vehicles will significantly reduce the number of accidents.
We, in turn, would note that most likely law enforcement will have the ability to forcibly stop a suspect vehicle, and maybe even the ability to take over control. In this case, the car could be delivered to the police station without the use of physical force. Perhaps they haven't thought through this option...
