The purchase of equipment is carried out at the expense of state funds, which come from the financial resources of the European Union allocated to Ukraine within the framework of the agreement on financing the program aimed at supporting the implementation of the country's transport strategy.
The tender for the supply of these complexes was held in May 2017 through the Prozorro system. Several companies participated in it, presenting special vehicles on Opel, Volkswagen, Renault and Hyundai chassis. The most advantageous price offer was made by the supplier of Opel Movano vehicles. In total, 78 units of such equipment are being purchased. The entire batch must be delivered to the customer by the end of 2017. The contract amount for the supply of all vehicles is 109,192,200 hryvnias.
On November 6, 2017, the first batch of 26 vehicles was shown on Sophia Square in Kyiv. The presentation was attended by Minister of Infrastructure of Ukraine Volodymyr Omelyan, Vice Prime Minister of Ukraine Volodymyr Kistion, Head of the State Service of Ukraine for Transport Safety Mykhailo Nonyak and other officials.
One mobile control point Opel Movano costs 1.4 million hryvnias. This price includes:
1) An all-metal van Opel Movano with an extended wheelbase and increased roof height, equipped with a 2.3-liter turbodiesel engine with 125 horsepower, a six-speed manual gearbox and rear-wheel drive. The equipment list includes ABS with active braking function, ASR traction control system, ESP electronic stability control, driver and front passenger airbags, engine preparation for starting in cold climates, air conditioning and heater, cruise control, power steering, rear parking sensors, rear view camera, multimedia monitor, tow bar, an additional set of wheels with winter tires and about twenty more different options.
2) Conversion of the van into a mobile office, including the front passenger compartment, the actual working space of inspectors with equipped workstations, as well as the rear cargo compartment for storing special tools and portable electronic vehicle scales for axle-by-axle weighing.
3) A set of special equipment and tools: portable vehicle scales for axle-by-axle weighing, a laptop, licensed software for reading and processing information from digital and analog tachographs TachoScan Control and Tachospeed Control, licensed programs Microsoft Windows 10 and Microsoft Office 2016, devices for reading digital and analog tachographs, a telescopic vehicle height meter, a device for determining overall dimensions and other equipment.
The base Opel Movano vans for creating mobile dimension-weight complexes were supplied by the official representative of Adam Opel AG in Ukraine — AIS Group of Companies, which is the official OPEL dealer in Kyiv and Odesa.
By order of the tender winner, the conversion of vehicles was carried out by the production enterprise LLC "PO "Avto-Holding".
