Driving a scooter or moped is allowed from the age of sixteen, while for an ATV and motorcycle the age threshold is eighteen. As explained by the press service head Nina Khmelevskaya, drivers who already have a higher-level category, say, B for passenger cars, will not have to retake the theoretical part of the traffic rules exam — it will be enough to confirm driving skills in a practical test, whether it be a scooter or an ATV.

Those who are just getting their license will have to pass both theory and practice. However, for both groups, a mandatory condition remains a certificate of completion of a twenty-hour course at a driving school, the cost of which is about 3,000 hryvnias, which is comparable to the price of a used Chinese scooter.

In addition, the scooter owner will have to register it, obtain a technical passport and get a state license plate, and this procedure will also require certain financial costs.
