On October 22, 2025, the draft law providing for the introduction of penalty points for traffic violations was submitted for consideration to the relevant committee.
Purpose of the draft law
The main goal of the initiative is to increase the level of driver discipline and strengthen their responsibility, as well as to improve preventive work aimed at preventing repeated violations on the road.
The penalty points system should become an additional lever of influence on the behavior of motorists — in addition to fines, points will be accumulated for each offense, which will allow for more comprehensive control of the situation.
Principle of operation of the penalty points system
According to the draft, for each violation, along with a fine, the driver will be awarded points — from 1 to 5, depending on the degree of severity.
The following accrual scale is envisaged:

1 point — for violations related to the technical condition of the car or minor shortcomings (for example, faulty headlights or mirrors).

2 points — for speeding, failure to comply with stopping or parking rules, as well as talking on the phone while driving.

3 points — for more serious cases of speeding or risky maneuvering.

4 points — for violations that caused an emergency situation or an accident.

5 points — for the most serious violations, including significant speeding, driving into the oncoming lane, ignoring traffic controller signals, etc.
How points are accrued and written off
Points accumulate over one year (365 days) from the moment the violation is recorded.
If during the next year the driver commits no violations, the accumulated points are automatically canceled.
At the same time, if:

the total number of points reaches 15 or more, or
-
a novice driver (with up to one year of experience) accumulates 10 or more points,
the National Police gets the right to temporarily suspend the validity of the driver's license.
Expected results from the implementation of the system

reduction in the number of road traffic accidents,
-
fostering a culture of responsible driving,
-
introduction of a clear mechanism for monitoring violations.
If draft law No. 14133 is adopted, Ukraine will join the practice that has long been in effect in many European countries, where the penalty points system has proven to be an effective means of improving road safety.
