During 2024, 735,384 new cases of unpaid fines for traffic violations appeared. At the same time, 37% of these cases were never resolved. In total, 1.8 million such proceedings have already accumulated in the register.

According to the results of last year, the number of open enforcement proceedings for these debts increased by 33%, and compared to 2021, it tripled.

Among debtors, men predominate — 83%, and almost half of them are people aged 25 to 45. However, the share of women among non-payers is constantly increasing: in 2021 it was only 9%, and in 2024 it reached 17%.

The largest amount of debt falls on:

  • Dnipropetrovsk region — 10.4% of all debts;
  • Kyiv city — 10.3%;
  • Odesa region — 7.8%.

The fastest growth in debts was in Ternopil region (81%), Ivano-Frankivsk region (60%), and Zakarpattia region (57%).

However, in Luhansk, Donetsk, and Kherson regions, a decrease in the number of debts was recorded, but experts attribute this to objective difficulties in maintaining full data records in these territories.
