Let us recall, the talk was allegedly about the fact that at the state level a decision was made to delegate the conduct of mandatory technical inspection to the subjects of the technical control department (TCD), and a mandatory component of the technical inspection should be video recording – to “increase the level of objectivity and transparency when passing the mandatory technical control of vehicles.”

In addition, this same procedure allegedly also implies the formation of a database that will store electronic documents confirming the result of passing the technical inspection.

The content of this procedure is absolutely correct, but it concerns… not the technical inspection that many thought of. As stated by the First Deputy Head of the Main Service Center of the Ministry of Internal Affairs of Ukraine, Yuriy Smolyaninov, in an interview with the publication “Gordon”, in this case there is an introduction of changes to the procedure (and not the creation of a new procedure!) for conducting that technical inspection that was never canceled – for commercial vehicles.

“The Main Service Center (MSC) is developing changes to the regulation on the procedure for conducting inspection of the technical condition of vehicles. The changes concern exclusively the relations between the entities that conduct such inspections and the entities that control them, namely the National Police, which checks the technical condition of cars on the roads, and the MSC, which monitors the results of mandatory technical control (MTC). Other changes that affect control procedures are not planned… In the list of vehicles subject to MTC, there remain trucks and vehicles with a carrying capacity of over 3.5 tons, vehicles belonging to legal entities, buses and minibuses for passenger transportation. They have always undergone technical control. It will be so in the future,” – said Smolyaninov, noting that the list of vehicles subject to inspection will not be expanded.

However, this does not mean that technical inspection for private owners will not be returned after all. Mandatory inspection must return, as required by the Association Agreement with the EU, although progress in this direction has not yet begun.
