From this day on, the reference invoice is being retired — this tool, which for many years was a symbol of corruption in the traffic police and brought income to more than one generation of inspectors, has finally become a thing of the past. Today I submitted a Resolution to the Cabinet of Ministers, and it found active support: the use of reference invoices when registering cars has been completely abolished!", — Avakov stated on Facebook.

According to the minister, now to register a car at the Service Center of the Ministry of Internal Affairs, the seller and buyer simply need to sign a purchase and sale agreement right at any service center in Ukraine, and the administrator will verify the identities of the transaction participants based on their documents.

"From this day on, to register a car for a new owner, you need to:

1) sign a purchase and sale agreement (or gift agreement) personally by the seller and buyer at any Service Center of the Ministry of Internal Affairs of Ukraine in the presence of an administrator who will verify identity documents. Payment — only those mandatory fees provided by law;

2) certify the purchase and sale agreement with a notary and submit it to any Service Center of Ukraine. Here there will be mandatory payments plus notary services;

3) buyers of new cars in showrooms (from a legal entity) just need to bring to the Service Center the agreement with the seller's seal and their documents. Payment — only mandatory payments according to the law", — Avakov reported.
