The Department of the State Automobile Inspectorate of the Ministry of Internal Affairs of Ukraine has submitted for public discussion a draft resolution of the Cabinet of Ministers concerning adjustments to the current procedure for registration, re-registration, and deregistration of cars.

The main task of the proposed changes is to unload the units of the State Automobile Inspectorate, freeing them from the obligation to carry out registration procedures for vehicles.

According to the document, when registering a car, inspectors will no longer check the fact of payment of mandatory fees, and the need to provide a vehicle valuation report will also disappear.

The presence of unpaid fines will also cease to be a reason for refusal to register, re-register, or deregister a car.

During initial registration, the State Automobile Inspectorate will refuse to verify the identification numbers of vehicle components.

When changing the owner, re-registration will become optional. However, if the owner changes their surname, first name, or patronymic, the re-registration procedure will remain in force. (It is possible that this point will be finalized.)

It is also planned to cancel the issuance of temporary registration certificates and license plates for cars imported into Ukraine on a temporary basis. Instead, the date of export and the prohibition on alienation will be recorded in the registration documents.
