Nevertheless, traffic police inspectors are already stopping cars whose owners use coupons issued in 2009. At the same time, none of the officers can clearly explain on what basis technical inspection coupons are being confiscated and protocols are being issued.
In accordance with the resolution of the Cabinet of Ministers of Ukraine, adopted on April 15, 2009, the deadlines for mandatory state technical inspection were postponed to July 1, 2010.
In August, a new document from the Cabinet appeared, which is believed to cancel the postponement of deadlines. However, the text only states that the technical condition check is allowed at traffic police control points, and not only at private service stations. At the same time, the dates for passing remain the same — until July 1, 2010.
Based on these regulatory acts, drivers have the right to calmly drive with a 2009 technical inspection coupon until the specified date.
Vladislav Sinyagovsky, who works in the Department of Information Policy at the Ministry of Foreign Affairs of Ukraine, drew attention to this situation. He reported it to the online publication AvtoPortal.
To avoid receiving a protocol, Vladislav is forced to carry copies of the Cabinet resolutions with him and explain their content to inspectors. He outlined his analysis of the current situation in his personal blog.
For our part, we corrected the AvtoPortal material on the procedure for passing technical inspection, which initially contained incorrect deadlines (although they were "officially" confirmed by the traffic police).
