Kyiv, Dmytrivska Street. There is practically nowhere to park here, so cars are parked right on the roadway, as seen in the photo. Other vehicles have to go around them on the tram tracks. In such a situation, the driver should rely on traffic rules, namely points 15.1 (stopping and parking on the road are allowed only in specially designated places or on the roadside) and 15.2 (if there are no such places or roadside, or they are unavailable, it is allowed to stop at the right edge of the roadway, trying to be as far to the right as possible so as not to disturb others).
Next, let us refer to point “D” of the same section 15 of the traffic rules: parking is prohibited where parked cars block the movement of other vehicles or hinder pedestrians.
Result: leaving a car in the middle of the road (in the lane for regular traffic) is not allowed.
Parking is allowed only in places where signs 5.38 “Parking place” and 5.39 “Parking zone” are installed together with plates indicating the way of placing the car.
Stopping, as stated in point 15.8, on tram tracks of the same direction running along the right edge of the road is allowed only for disembarking or boarding passengers.
Point 11.8 of the traffic rules, in turn, allows driving on tram tracks of the same direction located at the same level as the roadway, if this is not prohibited by signs or markings, as well as during overtaking or going around when the width of the road does not allow doing this without driving onto the tracks.
Conclusion: since in this case there are no prohibitory signs or markings, driving on tram tracks of the same direction is not a violation.
Let us summarize: You cannot park a car in the middle of the roadway, as this hinders the movement of other vehicles. But driving on the tracks of the same direction in this situation is quite acceptable.
