Why do you need a license for an ATV?
Even low-displacement ATVs are considered serious equipment. Therefore, a driver's license is mandatory for operating an ATV. This applies even to owners of electric vehicles from 4 kW and gasoline models with a 49.9 cc engine.
According to the rules, riding such equipment without a license is a violation punishable by a fine and confiscation of the equipment. This means that for free riding on an ATV, you must undergo training and obtain a driver's license.
What are the consequences of riding an ATV without a license?

Many riders have noticed that police officers very rarely stop ATV owners. Usually, the reason for checking documents is a minor violation: riding without a helmet, problems with lighting equipment, lack of rear-view mirrors. But when stopped, patrol officers will definitely check for a driver's license, insurance policy, and registration.
So, do you need a license for an ATV? Definitely yes! If you lack the necessary document, you face:
- A fine of 510-595 UAH. A monetary penalty is also charged for lack of insurance and registration.
- Confiscation of the equipment. And here lies the main problem, because confiscated equipment is sent to an impound lot. A day of such downtime will cost the rider 100-150 UAH. But you can retrieve the confiscated vehicle only after obtaining a license (training takes 1-1.5 months). Simply put, to get the ATV back, the owner will have to pay about 4-6 thousand UAH.
Moreover, driving an ATV without a license is dangerous primarily for the driver himself. Without training and knowledge of traffic rules, the likelihood of an accident is much higher.
What license is needed for an ATV in Ukraine?
To avoid unnecessary expenses and problems with the police, it is recommended to obtain a driver's license. But what license is needed for an ATV? It all depends on the type of equipment. If the ATV's technical passport states:
- PSM – then the driver needs to open category “A1”. This is a tractor-driver's license that allows operating small-sized specialized equipment.
- PTS – then the rider should obtain category “B1”. It is worth noting that ATVs are rarely classified as motor vehicles. Most often, light ATVs with engines up to 150 cc fall into the vehicle category.
It is also important to note that even teenagers who have reached 16 years old can open category “A1”. But only adults (18 years old) are allowed to take the exam for “B1”.
Can you ride an ATV without a driver's license?
Obviously, a license is mandatory for operating an ATV. But in addition, the rider must have other documents: registration and an insurance policy. Also, the equipment itself must comply with established rules. This means that the ATV must be equipped with:
- Rear-view mirrors.
- A full set of lighting equipment (brake lights, headlights, turn signals).
- Special tires (tires with lugs are not suitable for riding on flat roads).

However, there is an exception to this rule. All documents and equipment are required only for riding on public roads (city, intercity highways, etc.). This means that a rider can freely move off-road without a license. If the driver does not plan to go on public roads, the police will have no complaints.

What documents are needed to obtain a license for an ATV?
To obtain a driver's license, the future rider should prepare a package of papers. The list of necessary documents includes:
- An application to the driving school. It specifies personal data and the license category.
- Passport.
- A copy of the tax identification number.
- 6 photos (3.5×4.5).
- A medical certificate.
After enrollment in the school, you will study traffic rules and undergo driving training (practice). The duration of the course depends on the license category. After completing the course, students must pass internal exams.
