This was reported by the head of the Ukrainian Association of Automobile Importers and Dealers, Oleh Nazarenko, noting that law No. 9083, adopted back in December 2024, has finally started to work. To make this possible, it took about another year of bureaucratic steps: the government, by its resolution No. 963 of August 13, 2025, granted car dealerships and other trading companies the right to conduct such transactions without intermediaries.

But even that did not complete the process: several more months were spent updating software and registries. Only on September 30 did the mechanism become fully operational.

How this will change the market situation

This effectively changes the rules of the game in the used car market. Car owners in Ukraine now have a wider choice of selling methods: from traditional car markets or private deals to more orderly conditions at dealerships, where the likelihood of encountering fraudsters is significantly lower.

Notably, now not only resellers or unofficial sellers can compete for customers, but also dealer centers with their own offers. Such competition benefits both buyers and sellers of cars.

The new rules create conditions for honest and reliable transactions with vehicles, and, as experts predict, this will significantly impact the market in the near future.
