Cars on the front line perform an extremely important function — they ensure supply, delivery of ammunition, and evacuation of wounded soldiers and civilians. The need for vehicles does not diminish, as due to enemy shelling and difficult operating conditions, vehicles quickly become unusable.
The army is supplied with cars by volunteers who bring humanitarian vehicles from abroad. Such vehicles, whose final recipients are the military, must undergo temporary state registration, which is regulated by Resolution of the Cabinet of Ministers of Ukraine dated October 29, 2024, No. 1235.
The Main Service Center of the Ministry of Internal Affairs has published the procedure for a serviceman to register a humanitarian vehicle for temporary registration.
How to register a humanitarian vehicle
Vehicles imported as humanitarian aid must undergo temporary state registration. A serviceman can register a vehicle in his name that is used in tasks related to the defense of the country. To do this, you need to contact any convenient service center of the Ministry of Internal Affairs, having the following documents with you:
a written application from the serviceman receiving the vehicle;
military identification document (military ID or officer's ID);
a certificate from the military unit confirming the recipient's service;
an acceptance and transfer act for the vehicle, drawn up as humanitarian aid, according to the form from Resolution of the Cabinet of Ministers of Ukraine dated May 10, 2022, No. 584;
an electronic declaration with a list of goods recognized as humanitarian aid, in accordance with Resolution of the Cabinet of Ministers of Ukraine dated September 5, 2023, No. 953.
After processing the documents, the service center of the Ministry of Internal Affairs issues license plates and a temporary registration certificate for the vehicle.
When it is removed from temporary registration
Vehicle registration can be canceled on the following grounds:
the vehicle is destroyed;
the recipient died or passed away;
the recipient's military service is suspended;
the recipient is declared missing;
the recipient is in captivity;
the recipient is undergoing treatment for more than a month due to injury, concussion, or trauma;
the recipient is wanted for unauthorized leave from the unit or desertion;
the recipient is discharged from military service;
the recipient voluntarily relinquished the vehicle in favor of another serviceman.
After removal from temporary registration, the vehicle can only be transferred to the serviceman specified in the acceptance and transfer act (no more than five persons). In this case, a note "Humanitarian aid" is made in the temporary registration certificate and the data of the servicemen is indicated.
It should be noted that this procedure does not apply if the vehicle is removed from registration for re-registration to departmental registration or due to its recognition as unfit as a result of destruction.
Key points
According to the legislation, within three months after the end or cancellation of martial law, all vehicles that are under temporary registration as humanitarian aid must be registered with the security and defense sector bodies. If this is not done, the temporary registration will be canceled, and the vehicles will be considered unregistered.
