The draft law proposes sending "letters of happiness" not to everyone. It concerns resolutions on bringing to administrative responsibility for violations recorded by cameras in automatic mode or for violations of stopping/parking rules recorded on photo and video.
Under the new rules, these resolutions will be sent only in case of non-payment of the fine within 15 days. The fact is that many drivers regularly check for fines in their electronic account, and therefore they do not need "letters of happiness".
Such a decision will save paper and budget funds. The explanatory note to the draft law states that in 2020, as much as 60 million hryvnias were spent for these purposes, and in just one month of January 2021 – 4.8 million hryvnias.
