The Cabinet of Ministers intends to make corresponding changes to the "Regulation on the procedure for issuing driver's licenses and admitting citizens to drive vehicles, approved by the resolution of the Cabinet of Ministers of Ukraine dated May 8, 1993, under number 340." The draft resolution has already been published on the official website of the Ministry of Internal Affairs.

What exactly do the authorities want to prescribe in the licenses? For example, that the driver is obliged to use glasses, contact lenses, a hearing aid, or a prosthesis while driving. In addition, they intend to indicate the following restrictions in driver's licenses:
- driving a vehicle only during daylight hours;
- driving only within a radius of "certain" kilometers from the owner's place of residence or only within the city/region;
- driving a vehicle without passengers;
- only for driving at a speed not exceeding "certain" km/h;
- driving exclusively accompanied by the holder of a driver's license of at least an equivalent category;
- driving without a trailer;
- prohibition of driving on highways;
- prohibition of driving under the influence of alcohol;
- only driving vehicles equipped with alcohol interlocks, in accordance with the EN 50436 standard.
New marks on licenses are planned to be made in the form of encrypted codes. However, it is not yet clear who will implement such an innovation, since there is no corresponding norm in the law. The head of the Coordination Council of the National Road Safety Forum, Vladimir Karavaev (he published a post on his Facebook on this topic), believes that with these innovations the Cabinet of Ministers is trying to exceed its authority.
