The Verkhovna Rada noted that the adoption of this law is an important step in resolving the issue related to the customs clearance of cars registered abroad and located on the territory of Ukraine.

The document introduces amendments to Section XXI "Final and Transitional Provisions" of the Customs Code of Ukraine. According to the innovations, for persons who violated customs rules provided for in parts 4-6 of Article 470 and parts 4-6 of Article 481 of the Code, during the period from August 22 to December 31, 2019 inclusive, fines in the amount of 500 and 1000 non-taxable minimum incomes of citizens will apply, which amounts to 8,500 and 17,000 hryvnias, respectively.

In the current version of the Customs Code, significantly higher fines are provided for such violations, which can reach ten thousand non-taxable minimum incomes of citizens. In the original version of the draft law, adopted in the first reading, it was proposed to completely cancel fines for these offenses until the end of 2019.
