The Verkhovna Rada has outlined a new vector for the development of the automotive market, launching a process of large-scale import of used cars into the country.

The new rules regarding the reduction of excise duty apply only to vehicles manufactured no earlier than 2009, and provided that they do not originate from an occupying or aggressor state.

In addition, both individuals and legal entities can count on preferential rates only when importing cars for personal use and no more than once a year. If the car is sold within a year from the moment of customs clearance, the owner will have to pay the excise duty at the standard rate.

According to AUTO-Consulting, the document will come into force on the first day of the month following publication. In other words, if law No. 3251 is promulgated in June (which is most likely), then reduced excise rates will take effect from July 1, 2016, and will remain relevant until December 31, 2018, that is, almost two and a half years.

The greatest relief will affect cars with an engine displacement of 1-1.5 liters: for them, the excise duty is planned to be fixed at 0.063 euros per cubic centimeter instead of the current 1.761 euros.
