According to human rights activist and author of the book "100 Arguments Against Traffic Police Fines" Vladimir Karavaev, this actually means that the legislative framework of our state will lack any mention of a state body ensuring road safety. After all, the police, unlike the militia, can use technical means (Vizir, Drager, TruCam, etc.) only for preventive measures, and only to stop an offense, not to record it. Furthermore, unlike the State Traffic Inspectorate, the law does not grant the police the right to temporarily detain vehicles. A police officer can only restrict the movement of a vehicle.

In any case, on the same day, tow trucks will return to the streets of cities, which will send improperly parked cars to impound lots. As AvtoPortal has already written, in addition to "permitting" police officers to take a car to the impound lot, a system of penalty points is being introduced, which we have described in detail.
It should be noted that for now, lawyers and experts have many questions about the police powers not specified in the Law. But, regardless of the "gaps" in the bills, it is enough to simply follow traffic rules and behave appropriately on the road (and not park anywhere!), then there will be no problems or conflicts.
