How to restore a lost vehicle registration certificate in 2020?

First of all, you need to contact the police. Based on your application, the fact of the loss of the vehicle registration certificate is entered into the Unified Register of Pre-trial Investigations.

Often you can find information that a case is opened only if money or other valuables were stolen along with the documents. In fact, this is not true.

This will allow you to avoid liability if your document is used for illegal activities in the future.

Even if the vehicle registration certificate was lost or destroyed due to negligence, you will receive a certificate from the police stating that the initiation of a criminal case was refused.

72 hours after receiving the application, you should be summoned to the investigator to be recognized as a victim, questioned, and given an extract from the Unified Register of Pre-trial Investigations. It happens that law enforcement officers do not summon the victim. In this case, you need to file a motion to review the case materials and recognize you as a victim.

If the vehicle registration certificate was lost or destroyed, there is no need to contact the police.

What is needed to reissue a vehicle registration certificate by power of attorney?

The only difference from the usual restoration of a vehicle registration certificate is the need to present the original power of attorney for the vehicle.

In all other respects, the procedure for restoring a vehicle registration certificate without the car owner is completely identical.

Why does the vehicle registration certificate need to be reissued?

Often you can find questions about why you cannot simply get a duplicate of the lost document.

The fact is that, in accordance with Resolution No. 1388, adopted by the Cabinet of Ministers of Ukraine on September 7, 1998, there are a number of reasons why duplicates cannot be created, namely:

  • The vehicle registration certificate is a form that contains a unique number and series. For technical reasons, service centers of the Ministry of Internal Affairs are unable to restore them in case of loss;
  • The possibility of using duplicates of vehicle registration certificates in illegal activities.

In what cases can they refuse to restore a vehicle registration certificate?

The most common reason for refusal is the lack of a complete package of documents. In addition, if, as a result of the check, it was established that the vehicle is under arrest or is wanted, then re-registration temporarily becomes impossible.

In rare cases, the reasons for refusal may be:

  • Impossibility of checking the car. This can happen if you apply not at the place of registration;
  • Lack of the right to reissue the vehicle registration certificate in the power of attorney;
  • Presence of unpaid fines;
  • Lack of license plates.

What else might require reissuing a vehicle registration certificate?

Even if the vehicle registration certificate remains in your hands, there are a number of situations in which you will still have to contact the service center of the Ministry of Internal Affairs for reissuance:

  • Serious changes in the car's design (for example, installing a new engine);
  • Conversion to gas with the installation of appropriate equipment;
  • Repayment of a loan for the purchase of a vehicle;
  • Receiving a car by inheritance.

In these cases, additional documents must be provided. Their list depends on the specific situation.

How else can you restore a vehicle registration certificate?

Any procedure involving government bodies is stressful for the average Ukrainian citizen. And since demand creates supply, today there are many organizations that offer reissuance services without your personal participation, or with its minimization.

In most cases, this option allows you to save personal time while spending significantly more money. At the same time, there can be no guarantees of obtaining a new vehicle registration certificate.

On average, the cost of just assistance and consultation starts from 1000 hryvnias.

Obtaining new documents and license plates will cost noticeably more. On average from 4500 hryvnias.

It is worth mentioning that among organizations and individuals offering similar services, there are many scammers who take prepayment, your documents, and disappear.

Restore the vehicle registration certificate, or wait?

Often after losing important documents, we think about waiting a bit. What if they turn up?

In these cases, people write ads about the loss on social networks, sometimes in newspapers. In rare cases, they even post ads in the place where the loss presumably occurred.

It must be admitted that sometimes this gives results. People who find the documents contact you and return what was lost. But this is an ideal and not the most common scenario.

When stealing other people's things, criminals try to get rid of all evidence as quickly as possible and throw away documents, etc., near the crime scene. If the theft occurred in the subway, it makes sense to contact metro employees with a request to pay attention to a possible find.

It also happens that criminals themselves get in touch, offering to return your things for a reward. In this case, you need to be extremely careful, since you may not only fail to get back what was lost, but also become a victim of fraudsters' machinations.

Therefore, in most cases it turns out to be more profitable and faster to restore the vehicle registration certificate yourself, or use the services of an intermediary company.
