First of all, you need to contact the police. Based on your application, the fact of the loss of the vehicle registration certificate is entered into the Unified Register of Pre-trial Investigations.

In these cases, people write ads about the loss on social networks, sometimes in newspapers. In rare cases, they even post ads in the place where the loss presumably occurred.
It must be admitted that sometimes this gives results. People who find the documents contact you and return what was lost. But this is an ideal and not the most common scenario.
