Unregulated pedestrian crossing

I argued with one driver about how to correctly understand clause 18.1 of the traffic rules. The text says: a driver approaching an unregulated crossing where pedestrians are present must reduce speed, and if necessary, stop to give way to those who may be obstructed or endangered. The question is whether the driver is obliged to reduce speed always when there are people at the crossing, or only when they are really in danger?
