Overtaking or passing on the right!

Recently I heard that according to the new rules, overtaking on the right seems to be allowed, but I'm not entirely sure about it, so I decided to clarify. Thank you.
According to traffic rules, overtaking is considered to be passing one or more vehicles, which involves entering the oncoming lane. If there is no such entry, then it is not overtaking but passing. Passing on the right has never been prohibited.
The point is that overtaking on the right is essentially changing lanes to the adjacent lane and passing a car.
