The most reliable option is Germany, though not always the most budget-friendly. There is a very large selection of used cars there, and the road is shorter than from Italy or Belgium.
There is no particular point in bringing a car from Europe right now. During the crisis, you can find a decent used foreign car at a reasonable price here as well.
