Customs legislation and international norms

In the customs legislation of Ukraine, there are provisions concerning road transport that are aligned with international norms. However, in the laws 'On Road Transport' and 'On Road Traffic', these norms are not mentioned at all, as if they do not exist in the international legal framework. It turns out that Ukraine has ratified international agreements and committed to implementing them, but at the same time, it ignores these ratified arrangements itself. One side signs, and the other crosses out. Or perhaps Ukraine formally expresses consent, but in reality, no one intends to fulfill the obligations?
