The described braking method is complete nonsense. There is no point in pressing the gas with the ignition off: on many cars, the steering wheel locks, and the car will simply fly into the nearest tree. And if you downshift without the clutch, you can easily kill the gearbox.
To stop safely on ice, you need to press the brake smoothly and intermittently, not allowing the wheels to lock.
