7. Requirements for persons driving horse-drawn vehicles and animal handlers

7. REQUIREMENTS FOR PERSONS DRIVING HORSE-DRAWN VEHICLES AND ANIMAL DRIVERS

7.1. Driving horse-drawn vehicles and herding animals on the road is allowed for persons at least 14 years of age.

7.2. A horse-drawn cart (sleigh) must be equipped with reflectors: white in front, red in the rear.

7.3. For movement in the dark and in conditions of insufficient visibility, horse-drawn vehicles must have lights on: white in front, red in the rear, installed on the left side of the cart (sleigh).

7.4. When entering the road from an adjacent territory or from a secondary road in places with limited visibility, the driver of the cart (sleigh) must lead the animal by the bridle or rein.

7.5. Transporting people by horse-drawn vehicle is allowed provided there are conditions that exclude the possibility of passengers being outside the side and rear dimensions of the vehicle.

7.6. Herding a herd of animals along the road is allowed only during daylight hours, and the number of drivers must be sufficient to keep the animals as close as possible to the right edge of the road and not create danger or obstacles for other road users.

7.7. Persons driving horse-drawn vehicles and animal drivers are prohibited from:

a) driving on state highways (if it is possible to drive on local roads);

b) using carts not equipped with reflectors, without lights in the dark and in conditions of insufficient visibility;

c) leaving animals unattended on the road right-of-way and grazing them there;

d) leading animals on roads with improved surface if there are other roads nearby;

e) herding animals on roads in the dark and in conditions of insufficient visibility;

f) herding animals across railway tracks and roads with improved surface outside specially designated places.

7.8. Persons driving horse-drawn vehicles and animal drivers must comply with the requirements of other paragraphs of these Rules concerning drivers and pedestrians, provided they do not contradict the requirements of this section.
