4. Duties and rights of pedestrians

4. OBLIGATIONS AND RIGHTS OF PEDESTRIANS

4.1. Pedestrians must move on sidewalks and pedestrian paths, keeping to the right side.

If there are no sidewalks, pedestrian paths, or it is impossible to move along them, pedestrians may move on bicycle paths, keeping to the right side and not obstructing bicycle traffic, or in a single row along the roadside, keeping as far to the right as possible, and in case of its absence or impossibility to move along it - along the edge of the carriageway towards the movement of vehicles. At the same time, one must be careful and not interfere with other road users.

4.2. Pedestrians carrying bulky items, or persons moving in wheelchairs without an engine, leading a motorcycle, bicycle or moped, pulling sleds, carts, etc., if their movement on sidewalks, pedestrian or bicycle paths or roadsides creates obstacles for other road users, may move along the edge of the carriageway in a single row.

4.3. Outside populated areas, pedestrians moving along the roadside or the edge of the carriageway must walk towards the movement of vehicles.

Persons moving along the roadside or the edge of the carriageway in wheelchairs without an engine, leading a motorcycle, moped or bicycle, must move in the direction of vehicle movement.

4.4. In the dark and in conditions of insufficient visibility, pedestrians moving along the carriageway or roadside must use reflective elements (tape, sticker, vest, etc.) or wear clothing with reflective elements for their timely detection by other road users.

4.5. Movement of organized groups of people on the road is allowed only in the direction of vehicle movement in a column of no more than four people in a row, provided that the column does not occupy more than half the width of the carriageway of one direction of movement. In front and behind the column at a distance of 10-15 m on the left side there must be escorts with red flags, and in the dark and in conditions of insufficient visibility - with lit lanterns: in front - white, behind - red.

4.6. Organized groups of children are allowed to be led only on sidewalks and pedestrian paths, and when they are absent - along the roadside of the road in the direction of vehicle movement in a column, but only in daylight and only accompanied by adults.

4.7. Pedestrians must cross the carriageway at pedestrian crossings, including underground and overhead, and in their absence - at intersections along the lines of sidewalks or roadsides.

4.8. If there is no crossing or intersection in the visibility zone, and the road has no more than three lanes for both directions, it is allowed to cross it at a right angle to the edge of the carriageway in places where the road is clearly visible in both directions, and only after the pedestrian is convinced of the absence of danger.

4.9. In places where traffic is regulated, pedestrians must be guided by the signals of the traffic controller or traffic light.

In such places, pedestrians who have not managed to finish crossing the carriageway of one direction must stay on the safety island or the line dividing traffic flows of opposite directions, and in their absence - in the middle of the carriageway and may continue crossing only when it is allowed by the corresponding signal of the traffic light or traffic controller and they are convinced of the safety of further movement.

4.10. Before entering the carriageway from behind stationary vehicles and any objects limiting visibility, pedestrians must make sure that there are no approaching vehicles.

4.11. Pedestrians must wait for a vehicle on sidewalks, boarding areas, and if they are absent - on the roadside, without creating obstacles for road traffic.

4.12. At tram stops not equipped with boarding areas, pedestrians are allowed to enter the carriageway only from the side of the doors and only after the tram has stopped.

After getting off the tram, it is necessary to leave the carriageway without delay.

4.13. In case of approach of a vehicle with a flashing beacon of red and (or) blue color and (or) a special sound signal, pedestrians must refrain from crossing the carriageway or immediately leave it.

4.14. Pedestrians are prohibited from:

a) entering the carriageway without making sure that there is no danger for themselves and other road users;

b) suddenly entering or running onto the carriageway, including at a pedestrian crossing;

c) allowing preschool children to independently, without adult supervision, enter the carriageway;

d) crossing the carriageway outside a pedestrian crossing if there is a dividing strip or the road has four or more lanes for traffic in both directions, as well as in places where a fence is installed;

e) lingering and stopping on the carriageway, if this is not related to ensuring road safety;

f) moving along a motorway or road for cars, except for pedestrian paths, parking and rest areas.

4.15. In case of involvement of a pedestrian in a road traffic accident, he must provide possible assistance to the injured, record the names and addresses of witnesses, report the incident to the body or authorized unit of the National Police, necessary data about himself and stay at the scene until the arrival of police officers.

4.16. A pedestrian has the right to:

a) priority when crossing the carriageway at marked uncontrolled pedestrian crossings, as well as at controlled crossings in the presence of an appropriate signal from the traffic controller or traffic light;

b) demand from executive authorities, owners of highways, streets and railway crossings the creation of conditions to ensure road safety.

4.17. Persons moving in wheelchairs have the right to:

a) move on sidewalks, pedestrian or bicycle paths at pedestrian speed;

b) move along the edge of the carriageway of a road, street or roadside.

4.18. Persons moving in wheelchairs at pedestrian speed on sidewalks, pedestrian or bicycle paths have the right to priority crossing of the carriageway at marked pedestrian crossings. During movement, they must comply with the requirements of these Rules concerning the obligations of pedestrians and not contradicting the requirements of this section.

4.19. Persons moving in wheelchairs along the edge of the carriageway of a road, street or roadside must move in the direction of vehicle movement on the right extreme lane, turning left and making a U-turn are allowed on roads with one lane for traffic in each direction and without tram tracks in the middle. During movement, they must comply with the requirements of these Rules concerning the obligations of cyclists and not contradicting the requirements of this section.

4.20. Persons moving in wheelchairs are obliged to:

a) use technically sound and properly equipped wheelchairs;

b) not carry loads that interfere with control;

c) not tow trailers;

d) not carry passengers.

4.21. Wheelchairs must be equipped with reflective devices, and during movement in the dark along the edge of the carriageway of a road, street or roadside - with external lighting devices.
